Don Kingston is now serving his seventh term on the Duck Town Council, elected in 2009, and sixth consecutive term as the Mayor of Duck, first elected to that position in 2011. He served as a member of the Town of Duck Planning Board appointed by the Town Council in early 2009. In addition to Council, he currently serves on the Dare County Advisory Group (hurricanes and other emergencies / COVID) and formerly served on the Dare County Shoreline Commission and Government Access Channel Committee.
Don earned an MBA degree from the University of Rochester Simon School, a BS degree in Business Administration and AAS degree in Mechanical Engineering, both from the Rochester Institute of Technology. He also completed the Executive Development Program from Harvard University.
Don’s forty-five-year business career included 22 years in senior management positions with the Xerox Corporation, five years as a business owner and seven years in regional management with two firms, Computer Task Group, Inc. and Robert Half International, Inc., both in the information technology systems development and staffing industry. The last 11 years he served as an officer and Vice President of Kelly Services, Inc.
Serving his second term on the North Carolina League of Municipalities (NCLM) Board of Directors, Don represents the cities and towns in the 12 northeastern counties in District One. Also with the NCLM, he is serving his fourth year on the Finance Committee and his second year on the Board Executive Committee. Most recently, Don was appointed to the NCLM Local Leadership Foundation Board in 2021, and then elected president of that board.

Monica Thibodeau has served as a Council Member since December 2002. A vacationer to the Outer Banks since childhood, Monica has been a permanent resident of Duck since 1988. She has been an active volunteer in many community programs.
Monica has a BA from Boston College and an MBA from Northeastern University. She has been the managing owner of Carolina Designs Realty, Inc. since 1991. Monica is currently serving as the Town’s Mayor Pro Tempore.

Sandy Whitman is serving his second term on the Duck Town Council. Sandy and his family first vacationed in Duck in 1981, bought property in 1983, and built their home in 1988. Sandy and his wife Mary Anne became permanent residents in 2014.
Sandy served on the Town Planning Board and the Town Board of Adjustments. He is currently serving on the CAMA Land Use Committee and has been an active volunteer for all Town events for over 10 years.
Sandy attended Hudson Valley Community College and is a retired Electrical Contractor. He served as President and CEO of Whitman Electric, Inc. in Kingston, NY for over 30 years. He is also a past Board Member of the National Electrical Contractors Association of the Hudson Valley.

Rob Mooney joined the Duck Town Council in December 2019. He was born in Newark, NJ and grew up in North Eastern New Jersey just outside of New York City. He graduated from Eastern Kentucky University in 1979 and joined the NYPD in 1983. He served in various capacities, retiring as a 1st grade detective from the Manhattan North Homicide Squad in 2010. Rob was then hired by the New York County District Attorney’s Office as the Deputy Chief Investigator, serving in that capacity for 6 years. He has been a yearly vacationer in Duck for 30 years and he and his partner, Patti Bossert, relocated to Duck as full-time residents in 2017.

Tony Schiano is a veteran supermarket CEO with significant experience in the food industry in both the retail and CPG Segments. His expertise includes strategy and business plan formulation, operational execution, establishing go-to-market strategies, and mergers and acquisitions.
Currently Tony serves on the board of directors of several large privately held food manufacturers and processors, including Clemens Food Group, d/b/a Hatfield Meats, Great Lakes Cheese Co., and Four Seasons Produce Co. He was a founder and Director of Integrity Bank Corp.
From 1981 to 2007, he was employed by Ahold NV, a major global food retailer with significant holdings in Europe and the U.S. From 1997 to 2007 he served as Pres and CEO of Giant Food Stores in Carlisle, Pa, a $5.0+ Billion retailer operating 270 stores in 6 states. From 1993 to1997, he served as President and CEO of Edwards Super Food Stores in Windsor Locks, CT. Before this he held various positions of increased responsibility at Stop and Shop Supermarkets, and Bi-Lo stores.
Tony holds a BA in Economics (summa cum laude, Phi Beta Kappa) from Boston College, and an MA in History from Arizona State University. He is also a graduate of the Food Executive Program at Cornell University.
Tony is married to Susan, his wife of over 40 years, and has 2 grown, married children and 6 grandchildren. He is active in the United Methodist Church, is a trustee of Messiah University, and a supporter of numerous Christian based charities as well as those supporting veterans and first responders. He enjoys reading history, photography, and travel.
