Plan for Gradual Lifting of Restrictions on Entry to Dare County To Be Announced Tuesday, April 21

With careful consideration of the science, trends, data and resource availability, the Dare County Control Group has asked staff to prepare a plan to address the lifting of restrictions on entry to Dare County while ensuring the safety of our community. Dare County’s plan will be released on Tuesday, April 21, 2020.

State Cases of COVID-19

In North Carolina, there are currently 6,764 cases of COVID-19 in 93 counties. There have been 179 fatalities in NC associated with COVID-19. Currently, the state is reporting 373 hospitalizations across the state from COVID-19 illness.

County’s Positive Test Results Remains at 15 

The number of positive COVID-19 test results remains at 15. Fourteen have recovered/or are asymptomatically cleared (meaning they are seven days post testing with no symptoms) and one died.

Dare County health care providers are testing individuals who they believe are in need of COVID-19 testing and meet the NC DHHS guidelines for testing which include: fever of 100.4 or higher, cough and respiratory illness. The return time for test results has dramatically improved since testing started in late February. We now are receiving results back within 24 – 72 hours. While the test results we have been receiving over the past week have all been negative, this does not mean that the COVID-19 virus is not in our community. Remember, the CDC reports that approximately 25% of patients with COVID-19 do not show symptoms. We all must continue to do our part to keep our community healthy.

Dare County

The Dare County Board of Commissioners will hold their regularly scheduled meeting today at 5:00 p.m. at the Dare County Administration Building in Manteo. The meeting will be streamed live and can be accessed two ways. A livestream will be available from Current TV at and an additional livestream will be available on YouTube at  Public comments may be submitted to the Board by sending an email during the meeting to Item 3 on the agenda is a public hearing for the Series 2020A Refunding Limited Obligation Bonds. Comments may be submitted for the hearing by emailing during the meeting.

Individuals who need assistance with food and nutrition services (food stamps), medicaid, or any other program area should call the Social Services office at 252-475-5500 instead of coming to the office. Individuals can apply for food and nutrition services and medicaid online at, by telephone, mail, or dropping off an application. Requests for other programs or assistance can be handled by telephone. On April 18, 2020, all Food and Nutrition Services recertification cases with six and twelve month certification periods ending May 31, 2020 were automatically extended.

Town of Duck

To protect our citizens and staff, we ask you to call or email the office to ask how we may be able to assist you remotely. Staff are available from 9 a.m. to 5 p.m. Monday – Friday. The public safety building remains closed to non-emergency visitors.

Commercial solid waste collection will occur on Fridays for the next two weeks. Typically, commercial collection moves to twice a week after May 1, but this will continue to be evaluated and communicated based on volume.

Town of Southern Shores

Town Facilities-Town facilities remain closed to the public and all Town Hall business is being conducted via phone, email, fax, or other virtual means.  In the event of an emergency, please call 911.

Meetings – The April 20, 2020 Planning Board meeting has been cancelled.  Consideration of the new flood maps and update to Southern Shores Town Code Chapter 16, Flood Damage Prevention Ordinance will be added to the next meeting agenda.  The next scheduled meeting is to be held on May 18, 2020. A Special Meeting could be called prior to that meeting in the event the current COVID-19 situation improves within that timeframe.

The Southern Shores Town Council will hold a Special Meeting on Monday, April 20, 2020 at 1:00 p.m., in the Pitts Center located at 5377 N. Virginia Dare Trail, Southern Shores, NC 27949. The purpose of the Special Meeting is to conduct a Closed Session pursuant to NCGS 143-318.11 (a)(6) regarding the ongoing Town Manager selection process. The Closed Session will be the only item of business.

Police Department-The Southern Shores Police Department would like you to be aware of possible scams/fraud attempts in the coming weeks, as it relates to COVID19 Economic Impact Payments from the Federal Gov’t. Please read the attached press release from the US Secret Service Charlotte Office.

Town of Kitty Hawk

Town offices are open normal business hours 8:30 am to 5:00 pm.  Face-to-face contact is being limited. Before visiting any Kitty Hawk office, please check the appropriate website or call to discuss the best way to conduct business. For contact information, please visit

The Kitty Hawk Recycle Center Reopened Today, Monday April 20th with regular hours.
Monday, Tuesday, Thursday and Friday: 8:00 am – 3:00 pm
Saturday:  8:00 am – 12:00 pm
Wednesday and Sunday: Closed

The Town’s Spring Chipping Service has been rescheduled for April 27, 2020.  Please place your debris in the right of way, at least 3 feet from the side of the road.  Debris can be no larger than 4 inches in diameter and 6 feet long. No stumps, lumber, leaves or yard clippings will be collected.

Town of Kill Devil Hills

Board of Commissioners Meeting:

Town of Nags Head

The next meeting of Nags Head’s Planning Board will be held on Tuesday, April 21, 2020 at 9 AM. This meeting will be held electronically using the online ZOOM meeting platform.  More information on the meeting, such as a link and a call-in number, is available on the Town’s web site at

The playgrounds at Town Park, Dowdy Park, and Whalebone Park remain closed. In addition, the skateboard park located on the YMCA property, remains closed.

Social distancing doesn’t mean we have to stay confined to our couches for the time being. Many experts recommend we get outside and get some fresh air when we can. If you visit the beach, you must follow the 10-person group limit and six-foot social distancing recommendations set forth by the state and CDC guidelines.

Town of Manteo

Town Operations – Access to Town Hall is limited. Call 473-2133 first to handle issues over the phone or online. Ring doorbell and use intercom prior to entry. Utility service disconnections, late fees, and penalties are suspended. Water charges will still be billed. Payment plans are available. Sanitation is on the regular schedule. Bulky item pick-ups are only Monday and Thursday.

Police Department – Access to Police Department is limited. If emergency, dial 911. Call 473-2069 for non-emergency weekday service or 473-3444 after hours. Ring doorbell and use the intercom prior to entry during weekdays. There is a call box for after-hours use at the MPD entrance.

Public Facilities – Town parks are open. Practice social distancing. Playgrounds and restrooms are closed. Pea Island Cookhouse Museum, Maritime Museum, and Lighthouse are closed. Downtown Marina is closed to visitors.

Special Events – Dare Day 2020 cancelled but planned to return in 2021. 05/02 Litter Pick-Up postponed to 11/14. Downtown Market postponed until further notice.
