NC-12 Living Shoreline and Resiliency Project


Sealed Bids for the construction of NC-12 Living Shoreline and Resiliency Project will be received, by the Town of Duck, at their office located at 1200 Duck Road, Duck, NC 27949 until 10:00 AM local time on Tuesday, June 13, 2023, at which time the Bids received will be publiclyopened and read.  The Project consists of:

Installation of erosion and sediment control devices; installation of traffic control devices and implementation of traffic maintenance plan; selective demolition of existing walkways, pavement, wooden retaining walls and vegetation, eradication of existing pavement markings; fill, earthwork, and paving for new concrete sidewalks and shared use path, concrete and asphalt drives; concrete curbs, concrete steps with handrails; installation of new pavement markings and signage, new wooden retaining walls, roadside restoration and infiltration trench; installation of near-shore sills, sand fill, marsh restoration plantings, and stone revetment; replacement of a portion of an existing timber pier structure; installation of stormwater piping and underground detention system; relocation of existing water main valves, and relocation of existing fire hydrants.

Bids will be received for a single prime Contract.  Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is: VHB Engineering NC, P.C. at 351 McLaws Circle, Suite 3, Williamsburg, Virginia.  Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00AM and 5:00PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may be viewed and ordered online by registering with the Issuing Office through Ricky Wiatt at  Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files.  Registered Bidders may then print the Bidding Documents.  The cost of printing Bidding Documents shall be borne by the prospective Bidder.  Cost of Bidding Documents and shipping is non-refundable.  Partial sets of the Bidding Documents will not be available from the Issuing Office. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A mandatory, pre-bid conference will be held at 10:00 AM local time on Wednesday, May 24, 2023 at the Town of Duck, 1200 Duck Road, Duck, NC 27949.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.
