Town Manager's Biography

Christopher James Layton
Town Manager

Chris Layton -- Town Manager, Town of Duck Christopher James Layton began duties as the Town of Duck's first Town Manager on November 18, 2002.

Mr. Layton comes to us from King & Queen County Virginia, where he served as County Manager. In the seven years since receiving his Masters of Public Administration from Virginia Commonwealth University, Chris has followed a steady path of public service and professional development. This path began with his work as a legislative intern with the Virginia Association of Counties while attending graduate school and led directly to his employment as a senior administrative analyst/legislative liaison with the City of Suffolk, Virginia.

From Suffolk, Chris next went to Culpepper County, Virginia to serve as the assistant to the county administrator. In March of 2000, he was appointed as the county administrator for King & Queen County, Virginia. While serving in King & Queen County, Chris modernized the county’s budget process and financial management systems and secured and implemented several grant related projects, including a million dollar Community Development Block Grant.

Born in New Castle, Pennsylvania (outside Pittsburgh, and thus a Pittsburgh Steeler fan!), Christopher grew up in Williamsburg, Virginia, graduating from Lafayette High School. He received a Bachelor of Arts in History from the College of William & Mary and a Masters of Public Administration from Virginia Commonwealth University.
