Christopher James Layton began duties as the Town of Duck's first Town Manager on November 18, 2002. 

Prior to his work in Duck, Mr. Layton served as the County Administrator in King & Queen County Virginia; Assistant to the County Administrator in Culpeper County, Virginia; and as a Senior Administrative Analyst/Legislative Liaison for the City of Suffolk, Virginia. 

Mr. Layton received a Bachelor of Arts in History from the College of William & Mary and a Master of Public Administration from Virginia Commonwealth University.  He is a 2006 graduate of the University of Virginia’s Weldon Cooper for Public Service Senior Executive Institute and has earned Credentialed Manager status from the International City Managers’ Association.
