RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF DUCK, NORTH CAROLINA, ESTABLISHING THE MUNICIPAL PROPERTY MASTER PLAN STUDY COMMITTEE
Resolution #04-01
WHEREAS, the Town of Duck has purchased 10.33 acres of sound front property located on NC 12; and
WHEREAS, it is necessary to develop a plan for the use of the property to allow for practical development of the property to meet the desires and needs of the residents, property owners and visitors to the Town of Duck; and
WHEREAS, it is the desire of the Town Council to establish a committee to complete a master plan for the use and development of the property.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF DUCK, NORTH CAROLINA, THIS 7TH DAY OF JANUARY, 2004, that there is hereby established a Municipal Property Master Plan Study Committee; and
BE IT FURTHER RESOLVED, that the Municipal Property Master Plan Study Committee (the Committee) shall be comprised of the following seven members, Paul Keller, Donna Black, Bob Fitchett, Jennifer Gilbreath, Avery Harrison, Charlie Pratt, and Ed Sowinski, who shall each serve a one year term which will expire on January 15, 2005, unless extended by Town Council. The Committee shall be chaired by Paul Keller, and may consist of other officers as deemed necessary by the Chairman. The Committee shall establish a regular meeting time at an interval deemed necessary to complete their work in a timely manner. The Town Manager shall be a non voting member of the Committee and the Committee shall be assisted by other Town Employees as required; and
BE IT FURTHER RESOLVED that the Committee shall complete the following milestone tasks as near the target dates as possible, and present their findings to the Town Council for consideration, discussion, and ultimate approval:
1. By March 1, 2004, with assistance from Town Staff, select a consultant to assist with the Municipal Property Master Plan Study and develop a plan to ensure adequate input from residents, non-resident property owners, the business community, and the general public,
2. By May 1, 2004, develop a list of uses for the property and the amount of space required on the property for each use. This list shall include those uses recommended by the Committee, as well as all potential uses considered by the Committee during its discussions. The recommended list must include an appropriate area of property set aside to accommodate a municipal building and associated parking,
3. By August 1, 2004, provide conceptual drawings of the property showing the various options for the use of the property,
4. By October 1, 2004, provide conceptual drawings of the option selected by Town Council and a schedule for implementation of the option in a five year time-frame,
5. By December 1, 2004, submit the Municipal Property Master Plan Study to Town Council for approval; and
BE IT FURTHER RESOLVED, that in addition to funding required for the hiring of a consultant to assist the Committee, additional funding shall be provided as recommended by the Town Manager and approved by the Town Council to assist the Committee in its endeavors.
