MEETING
MINUTES
October 31,
2006
The Community Improvement
Committee for the Town of Duck convened at the Duck Municipal Offices at 9:00
a.m. on Tuesday, October 31, 2006.
MEMBERS
PRESENT: Chairwoman Lisa Mann and Member Allen Lehew.
OTHERS PRESENT:
Director of Community Development Sue Cotellessa and Public Relations/Special
Events Coordinator Kathy McCullough-Testa.
ABSENT:
Member George Grinnan
OLD BUSINESS
- The committee was updated on
the project progress of the current Village Improvement Grant awardees.
- The committee discussed the
rescension of the following awards:
- VIP-2005-003 Poteskeet POA
- VIP-2006-007 Sandy Ridge HOA
The committee
voted to rescind VIP-2005-003 to Poteskeet POA and directed staff to send a
letter to Poteskeet POA stating that this has occurred.
The committee
voted to table action on VIP-2006-007 to Sandy Ridge HOA until it was determined
if they were still non-compliant in meeting some of the Town’s ordinances.
Staff will research and report findings at an upcoming meeting of the CIC.
NEW BUSINESS
- A Village Improvement Program
Grant was unanimously awarded to the Sea Hawk Homeowners Association in the
amount of $1,500; total project cost was estimated at $5,758.63.
- Ms. Cotellessa presented a
project to the committee which focuses on dark sky lighting for residential
properties. This project is to purchase a set number of light covers and
to offer them at cost to homeowners. The purpose of the project is to
complement the Town’s commercial dark sky lighting initiative. The
committee voted to present this to the Town Council at its next meeting on
November 1, 2006.
- The committee awarded Fall
2006 Community Appearance Awards to:
- Commercial: Duck Deli;
- Homeowners
Associations: Port Trinitie and Caffey’s Inlet;
- Residential: Patricia
Scarlett, 102 Mallard Drive; Terry and John Rose, 122 Mallard Drive; and
Cathy Herron, 106 Oyster Catcher Lane.
APPROVAL OF
MINUTES
- Minutes from the August 15,
2006 meeting were unanimously approved.

BOARD COMMENTS
- Chairperson Mann stated that
she would gladly write a letter endorsing the Town’s Village Improvement Grant
program for the Town to mail to business owners who may be non-compliant in
signage and/or lighting.
