Planning Board to Conduct Public Input Meeting on Vendors, Itinerant Merchants, and Special Events

What is being discussed?

On Wednesday, April 11, 2012 at 6:30 p.m., the Duck Planning Board will conduct a public input meeting to discuss rules for temporary vendors, itinerant merchants, and peddlers.  Examples of these businesses include hot dog carts, food trucks, ice cream trucks, farmers’ markets, and drink stands.  Typically these businesses operate from a cart, kiosk, or truck and do not occupy a permanent location. The Planning Board will also discuss the approval process and requirements pertaining to commercial special events.

As a commercial property owner and/or member of the business community, the Town would like to receive your input on these topics. 

Why?

The Town has been operating under regulations that pre-existed incorporation of the Town.  The current ordinance, related to vendors, itinerant merchants, and peddlers, allows these uses under certain conditions.  The Town would like to review these regulations, with input from the community, to gauge the appropriateness of temporary businesses within the Town, and then determine the limits and regulations that should apply to their operation. 

The Town would also like to develop requirements for the approval of commercial special events.  This ordinance review would seek to answer the following questions:

What constitutes a special event?

What are the application/approval procedures?

What activities/uses can occur at a special event?

How many special events can I have during a calendar year?

How to provide input:

The public input session will be held on Wednesday, April 11, 2012 at 6:30 p.m. at the Duck Meeting Hall, 1200 Duck Road.  This will be an informal discussion with the Planning Board designed to answer questions and gather feedback.  If you would like more information or if you want to provide comments but can’t attend the meeting, you can contact Andy Garman, the Town’s Director of Community Development, at (252) 255-1234 or at agarman@townofduck.com.

Town Offices to be Closed On Friday, April 6, 2012

Town of Duck Offices will be closed on Friday, April 6, 2012 in observance of the Good Friday Holiday.  Offices will reopen on Monday, April 9, 2012 at 9:00 a.m.

Semi-Annual Bulk Waste Pick-Up Set for Friday, April 13, 2012

The Town of Duck Council has set the date for the semi-annual bulk waste collection for Friday, April 13, 2012.   On that day, no later than 5:00 a.m., please leave bulk waste out by the curb for collection by employees of Waste Management.   Bulk waste can include all large items that you want to dispose of except the following:  Refrigerators or appliances that contain hazardous waste (refrigerant/freon), hazardous materials such as paints, solvents, chemicals, etc., building materials or demolition debris, roofing, soil, rocks, concrete and stumps.  These materials will not be collected.  Yard and vegetative debris will be collected; however it must be bagged or tied in bundles of four foot lengths or less with each bundle weighing no more than 50 pounds, otherwise it will not be picked up  Questions should be referred to the Town Manager at (252) 255-1234.

Planning Board to Review Conditional Use Permit Application on March 14, 2012

The Town of Duck Planning Board will review the following item on March 14, 2012 at 6:30 p.m.

CUP-12-03      Application by Michael J. Morway, P.E. of Albemarle & Associates Ltd., on behalf of Wee Winks, LLC, property owner, to consider a conditional use permit for a new group development to be located at 1216 Duck Road, PIN 985912757657. This project will include a recombination of 1216 Duck Road with Lot 1 of Duck Ridge Village, 100 Duck Ridge Village Court, PIN 985912758626, and Lot B of Poteskeet Village, 101 Wampum Drive, PIN 985912758804.  These three lots are zoned VC – Village Commercial. This application request will be considered using the standards contained under Town Code Section 156.036 (C)(6) Village Commercial Development Option.  The applicant intends to remove the existing Wee Winks Market building and gas pumps and recombine these properties in order to construct two new retail buildings and associated site improvements. This meeting will include an informal sketch plan review of the project.

Public Notice: Town Council to Conduct Public Hearing on March 7, 2012

On Wednesday, March 7, 2012 at 7:00 p.m., the Town Council of the Town of Duck will conduct a Public Hearing on the following items:

CUP-12-01 Application by Chris Nason of Beacon Architecture + Design, PLLC, on behalf of Forlano Properties, LLC, property owner, to consider a conditional use permit for a 44-seat restaurant to be located at 1221 and 1223 Duck Road, the site of the Duck Deli. The applicant intends to remove the existing restaurant at 1223 Duck Road and the residence at 1221 Duck Road and combine the lots for the purpose of utilizing both properties for the new restaurant building and site improvements. This application request will be considered using the standards contained under Town Code Section 156.036 (C)(6) Village Commercial Development Option.

CUP-12-02 Application by Scott Foster of Coastal Cravings to consider a conditional use permit amendment for the existing 40-seat restaurant located at 1209 Duck Road. The applicant intends to establish an outdoor dining area in accordance with Town Code Section 156.129, Eating Establishments, as well as reconfigure the interior space of the eating establishment.

Bids for the Southern Extension of Soundside Boardwalk Due Friday, February 24, 2012 at 2:00 P.M.

The Town of Duck, North Carolina, is seeking qualified contractors to provide construction services for activities related to the Southern Extension of the Duck Soundside Boardwalk. The project area is 1200 Duck Road (Duck Town Park), Duck, North Carolina, south to 1186 Duck Road (Wings), Duck, North Carolina. The project includes all materials, labor and equipment for the following: preparation of the site for construction, to include limited vegetation removal and demolition of specified existing structures within the proposed boardwalk alignment; construction of boardwalk sections over the Currituck Sound; and construction of boardwalk sections over wetland and upland areas.

Bid packages may be picked up at the Town of Duck Administrative Offices located at 1200 Duck Road, Monday through Friday from 9:00 a.m. to 5:00 p.m. or online at by clicking here. Bids will be due at the Duck Administrative Offices no later than 2:00 p.m. on Friday, February 24, 2012. The Town encourages bid proposals from businesses included on the State of North Carolina’s list of certified Historically Underutilized Businesses.
