TOWN OF DUCK
TOWN COUNCIL
REGULAR MID-MONTH MEETING
The Town Council for the Town of Duck convened at the Duck Municipal Offices at 1:00 p.m. on Wednesday, April 20, 2005.
COUNCIL MEMBERS PRESENT: Mayor Gene Schwarz; Mayor Pro Tempore Allan Beres; Councilor Nancy Caviness; Councilor Monica Thibodeau; and Councilor Neil Morrison.
COUNCIL MEMBERS ABSENT: None.
OTHERS PRESENT: Town Manager and Town Clerk Christopher Layton; Police Chief Dale Hamilton and Deputy Town Clerk Lori Kopec.
OTHERS ABSENT: Town Attorney Donald I. McRee, Jr.; Planning Director Suzanne Cotellessa.
The meeting was called to order by Mayor Schwarz at 1:00 p.m.
Mayor Schwarz stated that the meeting is an informal one and that Mr. White would be speaking to Council and the audience. Mayor Schwarz thanked Mr. White for attending the meeting.
Stan White was recognized to speak. Mr. White thanked Mayor Schwarz and stated he was happy to be at the meeting. He went on to discuss issues with the County, such as beach nourishment, the 1% increase in sales tax, re-valuations, the Oregon Inlet bridge, the new administrative building for the County, trash collection, the County’s budget, the salary study, drainage problems on NC 12 and widening NC 12 in Southern Shores.
Mayor Schwarz thanked Stan White for his time.
Mayor Schwarz suggested a fifteen minute break before continuing. The time was 2:20 p.m.
PRESENTATION OF PROPOSED FY 2006 BUDGET
Mayor Schwarz reconvened the meeting at 2:35 p.m. He stated that May 11, 2005 is Town Hall Day and encouraged Council to attend. He stated that the Town has an appointment with Senator Marc Basnight and a lunch with Representative William Culpepper. He stated that May 11, 2005 is also the same day as the TIP meeting, which Mayor Pro Tempore Beres would be attending. He encouraged those Council members that did not want to attend Town Hall Day to attend the TIP meeting.
Town Manager Layton stated that the AM station issues regarding placement have been resolved. He stated that Dominion Power have agreed to allow the Town to place the tower on one of their poles. He stated that to have it up and running, it would need to be ordered immediately at a cost of $11,180. Additional signs to advertise it would put the figure at $13,000. He stated that if Council still supports the project, he would authorize Police Chief Hamilton to order it and would come back to Council with a budget amendment in May. He asked Council if this was a project they still wished to pursue.
Councilor Morrison asked if the Town would have to pay for the pole. Town Manager Layton stated that Dominion Power would provide the pole for free.
Councilor Thibodeau asked if the pole would be in front of the Fire Department. Police Chief Hamilton stated that Dominion is searching for a perfect location for the pole. He stated they are looking at the area between Ship’s Watch and Nor’ banks Drive.
Councilor Caviness asked if the signage would be at each end of Town. Town Manager Layton stated it would and may be at other locations.
Councilor Thibodeau asked if the signs would be the standard blue informational signs. Town Manager Layton stated she was correct. She asked how many signs would be put up. Police Chief Hamilton stated that four to six signs would be put up.
Mayor Pro Tempore Beres stated he is still opposed to the project. Mayor Schwarz stated that the vote is still 3-2 in favor of the project.
Town Manager Layton stated he would hand out the proposed budget and the updated CIP to Council after the meeting. He went on to give his presentation of the proposed budget for the Town of Duck for Fiscal Year 2005-2006 to Council and the audience.
Mayor Schwarz thanked Town Manager Layton for his presentation. He proposed that Council study their copy of the budget and have a workshop the week of April 25, 2005. He stated he would like to have at least one work session, recessing the current meeting until that date.

It was consensus of Council to recess to reconvene for a budget work session on Wednesday, April 27, 2005 at 1:00 p.m.
